Technical Wheel Identification

I picked up an old set of 5-spoke style wheels. I can't find any name on them and the only identifier looks to be a tiny herald showing 2 lions over two small scrolls which have writing but I can't make it out.
What manufacturer uses this? It's sort of like a jewelers hallmark. If necessary I'll get some photos up. This symbol rings no bells for me.
