Ok now. I've been looking at this picture off and on for about 58 years and I just noticed the water pump / blower belts are hitting on the distributor cap. What's up with that!
I noticed that also but assumed that the engine is just a mockup for the photo as it appears it has never been run...
38 chevy is my guess.

Looks like the idler pulley is on the wrong side.
Just push the dizzy over to the left a bit.
It's only a show engine...
