Technical Need input on removing model A backing plate

Im trying to remove the front backing plate off of the stock A spindle. I have removed the 4 bolts and it wont come off. Does the operating rod that is in the center of the king pin have to be removed as well, in order for the backing plate to seperate from the spindle?

Or , while holding the rod up, pull the top of the plate toward you and lower it off the rod.
