Well when you screw up you got to back up and regroup.

 

put a portable recorder under the hood & post the whistle. I'll bet I can name that tune in three notes...

 

Yeah, a little redirecting baffle factor..LOL.

and because i got thinking of Lauren........closing scene.........mmmmm

 

Maybe the whole core is out of alignment. I'd say it's air going though some little cranny and you notice it more at faster speeds.

i wonder if you can duplicate the whistle using a house [box] fan, set in front of the radiator. then you can try "adjusting"; fins, shrouds, position, etc.....

 

how about filling the gap between the radiator and grill shell?

 

Ok, to answer some suggestions and please read what I have tried and what I have found.
Three notes....no it only has one.
It is the whole of the core not just a couple of fins or tubes.
The front licence plate has only been on for the last week and has not changed it at all.
Beano, how you doin?
It has no shroud and the only time the speed it happens at changes is with a head or tail wind.
I cant tilt the radiator and shell back or forward much due to headlamp and fan interference.
