"Managa Attachment's" & "user CP" menu's don't show on my browser!?

I'm stuck on a G4 with system 9.2, and Internet Explorer 5.1 cause that's what I can afford at the moment… But ever since the new H.A.M.B. software I can't post images anymore. I role-over the "Attatchment" and "Post Image" icons and click all day and get nothing! Where the "Manage Atachments" box used to be under the text entry box in the "Go Advanced" entry tools function, I get a list of the exceptable file format's but nothing else. And I don't see a "User CP" pop-up menu anywere!? Do I need a system 10 compatable browser or…?

It's a drag too, cause I have a grate idea for the current Art Challenge…

 

Now I'm realy confused! I can up-load images to my "User Profile, Albums" but those same upload tools don't show up when I what to post to a forum!!???

AAARRRRGGG!!!!???
