Sorry. I had louvers punched in Southern MD about 35 years ago. But there is no way I could remember anything about the guy who did it (in his garage), even though he's likely in his 90's by now.
....That may have been Chuck Kisamore or his friend Jim Rison. They did a lot of louvers way back then, including the 72 in the hood of my '40. The last I knew of Chuck he was living in North Carolina and sadly, Jim passed away quite a few years ago.
You might try contacting the Hot Rod Garage in Easton. If they don't do them, I'm pretty sure they would know who does.
Jack Fuller does, he's on the HAMB. A great guy, and his shop is in Hamton Va. He's { jackandeuces } on here.

Jack Fuller Did do them. He just recently Sold his louver press to my good buddy @koppy . He is also in the Norfolk area and will be carrying on punching louvers with Jacks press in his own shop.
There's a guy (or 2) in Williamsport, PA that does. One of them is on the HAMB, but I can't remember his name
