I don't know anything about the VL hubs,that my be true. but I believe it was also pretty common to use Harley servicar rear hubs as well.
Factory SS hands down. I think the baby moons might work with black walls and no trim rings. But would be better suited to a biscane or lower...

I'm no expert but nothing in that picture says 70's to me. My guess more like 1967 or so. And judging by some of the other rods present a Early...
