Projects 1950 Cadillac hood-to-cowl weatherstrip... WTF

I've got a 1950 Caddy Coupe and have been slowly putting its pieces back together. I've got a fancy hood-to-cowl seal that i bought from rubbertherightway but cannot, for the life of me, figure out how to install it. There doesn't seem to be a "lip" to which I can glue the weatherstrip.

There are a series of raised oval-head fixtures along the cowl area and that had induced me to think they are of use but it's still not adding up for me. I wonder if I'm missing a cowl piece...

any help is greatly appreciated.
