I think its a spare tire lock for an older car like in the 30s, maybe for a spare that is in welled fender.
The top of the guard were the loop is were the trailer hooks to. This is a rare acc. Let alone bumper guards are getting scarce
trailer hitch bull shit,,,its a damn center bumper guard that need folding so as to open the trunk,,mostly on Chevs of the early 40s...I dont think anyone would be stupid enough to pull a trailer with the meager strap that attaches it

Right on. It's funny how people don't know what it is, an accessory center bumper/trunk guard that was available on Chevys up to 48. In 49, they switched to that over rider center guard. The one shown in post 1 bolts to the bumper and folds down in order to open the trunk.

Yep, I'm with Ya, had a 48 coupe with one in the fifties. Don't waste your breath with some of these guys, they believe all the shit house rumors.
trailer hitch. pretty funny. I just sold one of those along with a couple pieces of the front gaurd all in poor condition for $150.00.
