It this an old school setup from holley. Works in combination with the secondary vacumme pod too. Engineered to operate correctly. Top was 1968 3878261 3310 carb. Took apart to clean up.Took small c clip off secondary to get working freely.
That is an aftermarket manual secondary kit, I believe Eelco made them. My brother installed one on his 57 Belair back in the day.
Checked my 1970 EH carb and thottle lever is different and this would not work. It appears that was used on old lever style.
