Very obscure (to me) item I picked up today at the recyclers. Handcrank makes the shaft rotate a half revolution then an internal clutch rotates it in another direction. Is this a shop tool?

the funky blade on the end fits into the slot in the head of the valve.

Most I've seen use a rubber cup where the blade is.

Notice that it rocks back and forth. Not spinning.

Some had interchangeable shafts with 2 pins, straight blade suction cup, etc on the end.

  12. That thing is cool! All we ever had was a dowel painted red with a suction cup on the end.

Mine had suction cups on on both ends; must have been the professional model
