Sounds like a 'sea lawyer' rumor as sound alone would likely be the more important factor as to which way a ship was traveling. This is a uniquely painted WW1 German helmet, I dont think its naval due to the brow plate and I've seen a few more helmets with wild paint schemes. There is no doubt in my mind the paint was applied during WW1 or the years immediately after. Wish it was in my collection.
Here's another type of Navy camo. Sometimes this is done to keep snooping satellites from seeing what was up with anything going on on masts such as radar upgrades which is where this particular wrap/shielding started. I suspect that they have continued on with repairs and repainting right here to not go into the yards due to 19. I can't recall when, or if, I've seen a foredeck covered up like this other than tented for a special event. Pretty much everything you see in white is (probably) a heavy vinyl covering.
