It could be the work of Dutch, but I've never seen that '34. However it does look more like the work of a "Monster shirt painter" then what Dutch would do. Here's the one Von Dutch did on the Yeakel roadster. The Yeakel roadster shows more detail, stripes, etc.
everybody and their brother was painting monster faces in those days. even Beaver Cleaver had a monster face on a T shirt and got in big trouble when he wore it to school
