Hot Rods WHAT IS IT? FLATHEAD?

Any body know what this is? It came from an old hot rodders house that had a bunch of flatheads and at one time an Ardun and some other rare speed parts. It looks cool but no clue what it is. Thought maybe a side cover for a Model B 4 banger, but too many holes. No part numbers or markings of any kind. Thanks.

An new oil pan cover to put a Model "A" crank in a model "T" block. Macs still sells them
