Other people know more about this than I. But it looks like a 28-29 Ford on a 32 frame that has been Zed in the rear and has a high front axle mount to make it really low.

Looks like the front suspension has been hung in the Doane Spencer style. Yeah, I know, some East Coast guys seem to be credited with that but Doane, or maybe even somebody else did it long before them.
The body is channeled a bit, but as you can see it was not done to the depth of the frame where the body would mount below the rails. In addition the rear of the frame must be z’eed to keep the rear profile low.

    1928A Ford roadster,on 32 Ford frame,with 35 wire wheels,unfinished but pretty cool so far.
If OHV V8 in it,then those wire in rear are not a great idea,I've see wire center twist out of rears from OHV V8 power,an others seem to get away with it.

That is a beautiful car, was at TROG 2017. Very nice craftsmanship, fit and finish. It had to be a flathead in order to compete at the race. Outstanding leather work in interior and trunk. Heath knocked it out of the park with this one

28-9 roadster channeled an inch or so with the cowl cut, spring behind front end, quarter ellipticals in rear, 5.50-18, 7.00-18 tires on 32 wires, and a heavily set back flathead. I checked it out pretty close this weekend as I also dig the look. There is a whole lot of detail to take in as well. Nice looking car.

Looks to me like the 32 frame itself was sectioned leaving the frame itself a little narrower thru the seating area. I can’t remember who I saw do this but I think it was Skratch...?

Yeah, this. The step plates and floor look stock height. Pinkee's Rod Shop makes a sectioned frame.

Found this chassis shot on his Instagram E02B3027-9F7A-41C2-AE9B-B50EC5A9369D.jpeg

Curious about his steering set up, not something you see commonly
