Lucky me! I was able to get my truck licensed today with year of manufacture license plate today. This is easy if you find the right person at the DMV (or in Arkansas it's called Department of Revenue). The right person is Sondra, a long-time employee who really knows her stuff and works at the 1515 building on 7th Street in Little Rock. The plate has to be in good condition, Has to be the same year as the vehicle, Has to be checked against all registrations to make sure it isn't being used by anybody else, Has to be added to inventory by the state, then.... Get your month and year stickers, pay your money and you're done! It took less than an hour. I had been told by the naysayers that there was no way for Y.O.M. in Arkansas. Those guys are full of something. Hope this helps my fellow Arkansans
Sorry but all my 32 Ark plates are in poor quality. They were used as roofing shingles for many years.

Turns out 1932 Arkansas plates are not all that hard to find. I have since acquired and restored several. Need to get off my butt and get one of them on my roadster.
