Customs why do I have insufficient rights

Hello this is Kris

I live in Germany but I visit the jalopy journal pretty regularly. I have found an interesting car in the ads and would like to contact the guy. But the system tells me that I have insufficient rights. Can anybocy tell me the reason? How would I get the proper rights? Could it be that I am not registered as an US citizen?
