History Who Can ID this Awesome Fifties Hotrod?

Found this picture at a swap meet this weekend- the car sure looks familiar, but I can't ID it or the driver. I'm guessing the engine is a Cad flathead (?) but the exhaust coming out the top has me stumped. Anyway, looks like Cad hubcaps on the car. I'm thinking someone on here will probably recognize the car at least...

Photo came from the estate of James Tanji, a photographer based in Stockton, CA who apparently shot a lot of racing/car stuff in the mid-late fifties.

 

322 or 346 Cadi flathead.

looks to be a '35 and earlier Cadillac V8. Nice engine set back!
