    I'd think they are on the right track saying farm tractor or farm implement. The smooth hub and rounded center may have been to slide by some crop without getting tangled up in the vines or stalks.

    What is it mounted to currently? I presume it is on some sort of trailer. Maybe the trailer might give you some clues to its original purpose.
