Don't know about whine. However if it whistles and the intensity changes, even dissapears, acording to the RPM, then the cause is a leak either in the intake side or the outlet side of the turbo or blower. Bill.
i have been around detroit diesels for along time, drove 6-71's, 6v-71's, 8v-71's, 8v-92's. i can't say i ever heard them whine, maybe i'm deaf from all that screaming. http://www.youtube.com/watch?v=rAqGwHhGRqo
a friend of mine has a blown hemi and you can barely hear the whine - we were trying to figure this one out also. on his he has the water pump driven with the blower belt. so because the routing of the belt covers more of the snout pulley no whine. we tested this by blowing air between the belt and upper sprocket with an air nozzle and the whine appeared loud and clear.
It is ALL in the belt like Al said if you drill holes in the pulleys it will allow the air to escape and there will be NO Noise. The 1/2 pitch pulleys make more noise than the 8MM I have a 671 on my 70 Chevelle with the 1/2 pitch pulleys they make more of a scream than a wine. I have friends that have the 8MM and there's are a little quieter
