The Keller special, and FWIW the tall fellow standing behind the car is Frank Kurtis who, as it were, built the 69 car in the previous pic 22 years later, one of his last.

Most Assn./Sanctioning bodies didn't allow or restricted engine size so there wasn't much of a advantage. You did see it at some of the open comp/run what ya brung races though. AZ's Hank Arnold was a proponent.
