Yucca Flats Nv would be my guess. They had a pretty cavalier attitude to the A bomb tests. Even had a small grandstand for observers. High School marching bands would entertain before the shots.

In Las Vegas, they used to announce the time and day of the shots, and a couple of companies used to run buses out to get a closer view.

dwi/cruzin/noise/curfew/checkpoint... or what? checking for drivers license/insurance/ vehicle code violations or just plain and simple harassment? i guess this is 1959 or so.
An amazing photo - and just think - those guys had to be drug kicking and screaming into a world that had roll cages! I'm sure the driver of 28 no longer needed convincing - once his eyes were open again. As for 82, I think he's still on the gas, so he's not worried - yet. The 92 has had some of it's stacks blown off along with the windscreen and the guy up near the fence now has un-parallel 4 bars in the front end - which doesn't matter much, I suppose, when you're backing up.
