I assumed that was the arresting gear that the gear was fouled up in. There is one cable laying on the deck that looks like it may have fallen off the tailhook. I'm going to guess this was an escort carrier from the view looking down into the hangar bay. The lowering of the elevator with a plane operating has me bewildered.
