Just drill the bar. It is a little tricky as the bar is at an angle and maybe the mounting stud also. Just measure a lot.

I use the emergency brake cross shaft from a model A chassis... every hot rodder takes them off... should be easy to find and cheap... has a curve or dip in the center... '33-'34 big trucks have a similar front spreader bar that has a little tighter dip in the center...HIH.
You didn't bother to find out what the law was (the DMV did supply you with two plates, didn't they?) and the Policeman is the a**hole????
ME. is a 2 plate state... I slightly v bent one and slid it behind the grill teeth of a '33 truck grill...
Maybe I have a thinner interpretation of the rules, than what the rule-makers intended. Bolt the plate to a couple of chain links , then Zip Tie the chain links to the spreader bar [technically the plate is bolted on, using the holes provided for by the plate manufacturer] Hope this helps.
I just posted on another board that over the years the number one reason I was ever pulled over in my truck was for no front plate. Every time I drove it without the plate including having the plate on the broken bracket laying on the seat while headed to my buddy's place to use his welder to fab a new one I got pulled over. Thing. I do know several 32 guys in this area who have driven for years with the front plate mounted low behind the grill in their 32 Shell. Being met head on on the highway it shows up well enough that they usually get by with it.
In Washington State you can run a single "collector" plate on the rear, and it can be a YOM plate. Of course if you drive a lot I guess you'd kinda stretch the "collector" car driving rules... not saying anyone would do that...
