No idea what car. But 500 rpm is 30 mph, that is fast

It is cool, no idea what it might have been used on, I suspect it wasn't an original equipment piece and I think it was an either speedo or tach, not combination unit.

Are there any maker's markings on face or the case? What is the exact diameter of the casing? (I'm guessing that it's smaller than the modern 3-3/8.") It's mechanical, right? Those pointers were popular in the 30's/40's.

The speedo/rpm gauge is out of a speedometer test bench. It is set up like that so you can calibrate a speedometer as well as a tachometer on the test bench. On American transmission driven speedo's 1000 cable rev's is 1 mile or 60 mph. I have one in my stash also.
