Anyone know why a mini starter would spin in the opposite direction? It spins constently without kicking out?

Some boat application where the starter was mounted pointing backwards BUT I would suspect that you need to shim starter away from flex plate a bit.

Some boat engines have right hand rotation cranks.

Your battery cables are on the wrong way!

The starter would turn in the wrong direction and the bendix would not engage

Yep, if it's a mini with permanent magnet fields, the wrong ground will make it turn the wrong way.

Pull the starter and put it on a bench

Attach the negative from a battery or charger to the neg terminal of the solenoid next attach the positive to the Pos terminal on the selonoid (if there is no neg terminal on the solenoid then ground the starter)

using a piece of wire jump between the pos terminal on the solenoid and the small terminal on the solenoid CAUTION HOLD ONTO THE STARTER beacuse it will go flying. The starter should turn in the proper direction and the bendix should engage
