rich running chevy 194ci

My 63 nova seems to be running rich (black smoke) at low rpms.I have installed a new carb,check the distribitor and bush and both are good. I performed a complete tune up and the intake gasket has been replaced.I was thinking there might be a valve seat issue.Before I pull the head has any body had this problem.
