registration issues of the DMV type

I recently came across an "A" frame with front axle and a banjo('40) rearend and want to drop a '23 bucket body on it.The guy who owns the shop and parts has no title and I've checked with Total Performance they only issue an MCO if you buy a complete kit.How do I get this dand thing legal?I'm leary of going to one of those places that buy,sell and trade titles.This new jack appreciates any advice he can get.

 

The "historical " document vendors are one of the first place to start. Although shockingly they always want more for the Model A stuff.
