Technical Rebuilt 4100 autolite wont idle?

    I rebuilt the 4100 off of my 59 edsel with a 361 engine.
    I installed it on my other car to get it adjusted before installing it on the unfired edsel motor.
    I am trying to run it on a 351c that had a edelbrock on it, which ran great, so everything else on the car is good.
    Idle is rough, and the passenger mixture has no effect, even when screwed all the way in.
    The carb was dipped, for 24 hrs,in carb dip, and all ports blowed out with carb cleaner and air?
    I looked and there is no gas in the secondary venturys at idle,which should be normal, and it looks and sounds like too much fuel in the primaries at idle, but thats hard to tell?

    does anyone have any pointers-----could it be the power valve? I used the one in the napa kit.
