Can someone give me some direction here ? In order to achieve this look is the red base applied then the lace with the darker red, followed by flake covering everything and clear. or is this done with a red base flake and candy ?

I's say red flake base, lace laid out with darker kandy.

OR, Flake, red kandy, lace, more kandy.

Can be done lots of ways

Yeah, many ways to do it. Could also be Silver flake, lace, thinned darker color, then candy red to cover.
No real "right way" to do it.
