Technical Problems with Super 7, 97 speedway carbs

My buddy just bought two Super 7 carbs from speedway. He installed them on his Model B motor and adjusted them for idle. The following day he went out and started the car. The motor went right to wide open with chokes closed and throttle shut.. Can't seem to figure what is going on. He has even lowered fuel pressure to one pound. Checked throttle plates to see if they were loose. Any ideas would be help full

 

Throttle return spring installed backwards. Pulls throttle open instead of pulling it shut.
