license plate mounting question, how low can you go?

Hey all, I am wanting to know how high off the ground the rear license plate has to be and if it has to lit at night. I tried the iowa dot site and the wikopedia but couldnt find much. My plate was supposed to be on the tailgate, but I filled all that in and now want it either on the bumper or preferably below. How many times have you guys got stopped for something like this? Any ideas?

i think it would be up to each state , but as you said you couldn't find much on Iowa's website. you may try asking a cop to see if he knows. i wouldn't think the height would be much of a factor...but i would run a light , that would be reason to get pulled over
