That's Red Farmer, a NASCAR great who was there from the beginning, that had a lot of success in the lower divisions and regional series. He never won a big one though, so most people have never heard of him. The man was still racing occasionally as of 2015....
Technically, that photo isn't quite HAMB compliant.... That's one of his '69 though '71 Modified Championship cars; note the '351' on the hood.

Well, he did win the permatex 300 at Daytona Which is a "Big One" for Sportsman racer.He won it twice i think. He is one of NASCAR top 50 racers. That is a 64 ford fairlane. What is not "technically" Compliant???
He is still racing.
