Is an old go kart / midget racer a legal topic for this forum?

I am trying to find out some info about this old go kart/midget racer/1/4 midget for a friend. Is it a legal topic? There is so much knowledge here that I can't think of a better group to ask about it.

I would think it's off topic,the rules are pretty clear. HRP

Rules:
1. No profanity in subject lines.

4. We cover traditional '65 and older American cars only. All other threads will be deleted. We don't cover rat rods, muscle cars, mustangs, or VWs.
