insufficient privileges

there is an item i would like to possibly buy, however it says....You have insufficient privileges to reply here....what do I have to do in order for me to buy off of here. I really don't want to lose this bumper. just tell me, how does one get sufficient privileges? please let me know as soon as you can, again I just don't want to lose the chance of buying this.
