info on this car

I got this picture from a streetrod pictorial magazine from the 70's way back but i was about 12 and stupid so i cut it out and scraped the blurb about it. I think its one of the coolest rods iv seen. Im guessing its got a vw engine. Anybaody know anything about it or got more pics?
Also where can i get chrome cap nuts for a flathead like the ones in the second pic? Thanks

 

Seem to recall the T was corvair powered.Have the magazine somewhere and always wanted to build one like that but havent stumbled across the right price bucket yet.
