it looks like the 33 and 34 car [supposedly] steering wheels i just bought at hershey, they were both 17" but the hole size for the shafts were different and the one with the larger hole had an extra piece of hub that stuck out the back that i don't know if you could see with yours on. this larger hole wheel matched the steering wheel for a 37 chevy truck i am working on. so to make a long story short i would guess mid 30's chevy.
i am looking for one like that except 16" . don't mean to hyjack. have you pulled it off to check the taper size?

when you pull the wheel, tap the two holes that the horn contacts go through and use a puller. don't try to bang it off like i tried when i was 14, or you will be hunting for another.
I don't know when they started the "Chevrolet" splines we all know and love but I would not be surprised if they had them in 1935. .
My stock '37 Chevy coupe has a keyway - no splines. The wheel in your pic appears to have grooves on the face of it, but my '37 is smooth. Also, the '37 wheel has bright metal "spears" on each of the three spokes.
What car is it on. It may be original to the vehicle. As mentioned above, you need to remove the horn button and check to see if it is held on by a nut with a key slug or is on splines. That would help us to help you identify it.
