Pete I think the one you posted has more beads and perhaps these were made even in late 30s who knows...there was JC Witney too I believe that may have carried these as well...
I think I used to own those caps. I sold them on Ebay to a guy in Japan. They are pre-war and are the same as used on the Skip-it early custom/dry lakes car They attach to an early ford wire wheel the same way a stock cap does and are made from Aluminum

That's not a hubcap. That's a wheel cover. Despite the popularity for doing so, the terms are not interchangeable.
Looks to me like a hubcap with a beauty ring. Reminds be of some made by National of single bar acc. caps fame.
