Technical Help with a mystery part

I picked up a stash of Studebaker parts last weekend and when I was going through thes stuff, I ran across this piece of trim. It looks like it may go on a rear quarter, behind a wheel well. Who knows. It looks to be NOS and is very nice. I would just like to know what it fits.
