Looks like a 23 Model "T" Ford Tub, lowered with solid wheels and a steamer trunk on the rack in the back.

 

Is it a revamped version of the car from My mother the car?

1. Here`s a 40 Merc 4-dr sedan that was turned into a 4-dr convertible. Finished working on a customers stock 40 Merc 4-dr convertible a couple months ago.
