Can’t turn on push notifications

Logged on to a different device to try to change my settings but no luck, just doesn’t respond. I haven’t been getting notifications except when I participate or start a thread but hit or miss. No notifications when quoted or likes etc.
Need some help, maybe my preferences are blocked on your end ?
