Businesses have their own rules. The banks that back the cards have their own rules. VISA, AMEX, etc. do not prohibit the practice of charging before shipping. Rules broken do not make something illegal.
I ordered a short shaft waterpump from Patrick's wife Danyse. After 6 months of calling, no pump, no refund. All three of the folks at Patrick's are thieves. They talk a good story, but deep down they are crooked. It's a shame, but it's true. Don't buy here.
