Is the wheel opening the only dimensional difference? Some models of larger capacity trucks have fenders that LOOK the same, but for the wheel openings, but are, in fact wider as well.

If yours are the same width, or an acceptable width, then reducing the size of the opening is an option. Basically, you will remove the existing opening just around the perimeter of the opening to get rid of the existing rolled flange. You will need to either cut the opening from the smaller fender (large enough to fit the new fender) or fabricate a filler panel from sheetmetal (ideally 19 ga but 18 ga would do) and carefully weld it into place. Thereafter you use a hammer and dolly, and other tools as needed, to form the rolled edge on the filler panel to replicate the original.

Lots of work, but has been done before and will be again.
