Bumper and bullets look like polished stainless to me. Could have been made for the car. If it's steel, the bumper bolts have been shaved and the bumper rechromed, no reason not to shape it when going thru that.
Looks like a smoothed factory Mercury bumper to me? Filled in the center and got rid of the flat spot for the license plate and bumper bolts.
You guys got the bumper question solved. Thought I would chime in on the bullets that make up the grill. The are 1956 Chevrolet passenger car acsessory bumper guards. On the Chevy, they slip over the top of the standard bumper guard. They are connected with a cross bar that would provide a bit of protection for the grill.
