Cable yes, cantilever arm possibly, no on the plate and spring as they serve to keep the brakes aligned and help pull them back to the rest postion after braking. Honestly I would just remove the calbe and put a rubber plug in the hole and not bother with the ret. it won't hurt it to leave it there and removing it may cause problems.
