48 Ford title/VIN

I'm in the process of trying to title my 48 Ford street rod and can't find any VIN # in the obvious places. Can anyone clue me in as to how to title a car in Kentucky without a VIN? Would the engine s/n be valid as an identification code. I'm running an Olds engine.
