40 Ford front bumper brackets

I am having a "brain fart" how do the brackets fit one inside the frame and one outside or ? I tried both outside and the spacing is too wide.I have to get my wife or my 16 year old to help and it is a hassle , want to do this one more time and move on, thanks for your help.
