With your same setup I had a Lincoln SP110 and it was weak on the 15a circuit ... big difference on a 20amp circuit, would burn through hot mill...
If it has a shim or washer, cut the pin through that area
As for using the full potential of a 110v machine, a 20amp circuit and no extension cord will ensure you'll burn through hot mill scale for 1/4"...

If it's a Stromberg 2bbl, I think there's a check ball near the switch at the carb base; when dirty, it may prevent opening the starter circuit...
