Bump. Replaced my dog dish hubcaps with some Buick rallys on the ol' family hauler.
I bought mostly ever part online. The filter adapter I got from Amazon....
heres the finished product. im not a fan of the chrome but I got what i wanted. paper element. I'll probably end up painting the air cleaner cover...
the base is the only part that i used of the 4" air cleaner that i bought, but it has the stud to secure the air cleaner built in.
I wanted to update incase anyone cared or for future forum searches...
2racers link gave me an idea of how i could make this work.

Thanks for the tip. Pulling back the rubber boot on the nozzle and pumping gas slowly is the only way I can do it to prevent spilling.

You're right! Mine didnt clear the front hub either. What I did was I went out and bought longer screws to attach the spider cap to the cap plate...
