Always pull the pan.
Detergent oil was not common until into the 60's & the owner's manual called for the pan to be dropped & cleaned yearly!
The regulator really looks pretty good, the issue seems to be a rusty & binding spring.
I think a good soak to remove the rust & then a good lube...
